i have a best friend that lives in Serbia, and i was wondering what is the best phone card in Canada, Ottawa that i can get that will let me talk to Serbia for at least an hour!!!

Your best option is to use a phone card company called Nobelcom. They have very good rates and are reliable.
However, do you know if you will be calling a land line or cell phone in Serbia?
Because calling a cell phone with a phone card incurs a higher rate.
