I call China often, and I use www.comfi.com. It's an online calling card that can be recharged online and allows you to call anywhere in the world. You can call China for 3.2 cents a minute, or for 2.2 cents a minute if you are able to use a local access number. It's by far the best I've found, and I've done a lot of looking.

You can roll your own calling card using VoIP carriers like CallCentric or InPhonex.
Learn how at: http://www.cqvoip.com
CallCentric rate to China is 1.6¢/min - InPhonex rate to China is 2.0¢/min when you dial from local calling card gateways.
If there are no local gateway numbers, you can create your own.
