Service details:US domestic rates
1.3 cents/min with local access or 2.3 cents/min with toll free access. Some cards have even lower rates, but also charge a maintenance fee.

These are per minute rates for cards with no extra fees: Afghanistan 22¢, Australia 1.8¢, Bulgaria 2.5¢, China 2¢, Colombia 4.5¢, Romania 3.2¢, Ukraine 9.6¢.

I expect VoIP is the cheapest way to go.
If the party you are calling also has a VoIP account too, you can make “In-Network” calls for free, as long as you are both using the same service provider.http://www.cqvoip.info
CallCentric has among the lowest rates I’ve seen so far to Egypt and Sudan.
You can also use them as a Calling Card service.
Just dial one of their world-wide calling card access gateway numbers. You will get the same VoIP rates when accessing the network using their Calling Card Gateways.
For example, from a local gateway phone number:
Sudan = 12.9 cent/min
Egypt = 14.1 cent/min

I consider calling card since the only requirement for both parties are cellphones or land line. As compared to the rest which you need to sign for a lot of stuff all you need is to purchase a calling card and you are ready to make the call
